Los dos taxones dentro de él suelen considerarse conspecíficos, pero a veces también se divide en dos especies: el cisne de Bewick (Cygnus bewickii) del Palaearctico y el cisne silbador (C. columbianus) propiamente dicho del Neártico. Las aves del este de Rusia (aproximadamente al este de la península de Taymyr) a veces se separan como la subespecie C. c. jankowskii, pero esto no es ampliamente aceptado como distinto, y la mayoría de los autores las incluyen en C. c. bewickii.
